Document Monitoring & Renewal
Ship Certificate Renewal Services
Nautinix handles ship certificate renewals and periodic endorsements: renewing safety certificates, annual survey endorsements on convention certificates, and the yearly endorsement of the Pas Besar and Surat Laut, so the ship is not held when the harbour master checks documents before issuing port clearance (SPB).
Understanding Ship Certificate Renewal
Ship certificate renewal is the process of renewing or re-validating a ship’s certificates and papers so they stay valid, usually after an inspection or survey confirming the ship still meets the requirements. Two concepts should be kept apart. A renewal produces a new certificate with a new validity period, for example a convention certificate valid for up to five years. An endorsement issues no new certificate; it records that an annual or intermediate survey has been carried out or, for the Pas Besar and Surat Laut, that the harbour master’s yearly endorsement (pengukuhan) has been done.

Who Needs Ship Certificate Renewal?
- Owners and operators of commercial ships whose safety certificates are nearing expiry or a survey anniversary date.
- Owners of ships of GT 7 and above whose Pas Besar or Surat Laut must be endorsed by the harbour master every year.
- Operators holding convention certificates such as the Load Line certificate, IOPP, DOC and SMC (ISM Code) or ISSC (ISPS Code).
- Owners of BKI-classed ships who want class and statutory surveys aligned.
- Companies with several ships whose renewal dates differ and are hard to track manually.
- Owners whose certificates lapsed or whose surveys were missed, leaving the ship held in port.
Ship Certificate Renewal Requirements
- Copies of the certificates to be renewed or endorsed, with previous survey endorsements
- Nationality and registration documents: nationality certificate, Surat Ukur and Grosse Akta
- For the Pas Besar or Surat Laut endorsement: the registration deed, Surat Ukur, a valid safety certificate (for fishing vessels, the fishing vessel seaworthiness and manning certificate) and, for company owners, the latest articles of association
- Class certificate and latest survey report from the classification society, if the ship is classed
- Ship position and operating schedule to plan survey timing and location, including dry-docking plans
- Evidence that findings from earlier surveys have been rectified, if any remain open
- Power of attorney from the owner or operator
Ship Certificate Renewal: Step by Step
- Inventory of all ship certificates, logging expiry dates, survey anniversary dates and yearly endorsement dates.
- Deciding the action for each document: renewal, annual or intermediate survey endorsement, or yearly pengukuhan.
- Reminders sent well ahead of each due date, with the requirements and a cost estimate.
- Scheduling the survey or inspection with the competent authority or body, around the ship’s position and operations.
- Attendance at the survey and follow-up of findings (deficiencies) until they are closed.
- Filing the renewal, endorsement or pengukuhan application and paying the PNBP and survey fees.
- Handover of the new or endorsed certificate and updating the monitoring schedule for the next cycle.
Processing Time for Ship Certificate Renewal
Estimate: the yearly endorsement of a Pas Besar or Surat Laut is usually simpler when the safety certificate is valid and the ship’s data is unchanged. Renewals that require a survey depend on surveyor availability, the ship’s position and survey findings, and surveys that need dry-docking must be planned well ahead. For convention certificates, the annual survey can usually be done from three months before to three months after the certificate’s anniversary date, so preparation should start before that window opens.
Ship Certificate Renewal Costs: PNBP and Service Fees
Renewal costs have two parts. First, official charges: the PNBP for issuing, endorsing or validating documents at government rates, plus survey fees from the body carrying out the survey, such as a classification society for class surveys. Nautinix does not set these amounts. Second, the Nautinix service fee for monitoring, file preparation, survey scheduling and support until the certificate is issued or endorsed. The fee depends on the number of ships and certificates, survey type, ship location, the starting state of the documents and urgency. We quote after an initial document audit.
Common Reasons Applications Are Rejected or Delayed
- An annual or intermediate survey was not done within its window, so a convention certificate may be treated as invalid even before its expiry date.
- The safety certificate had already expired when the Pas Besar or Surat Laut endorsement was requested.
- Survey findings (deficiencies) have not been rectified or verified.
- The ship’s name, owner or dimensions changed, so a new document is needed rather than a renewal or endorsement.
- The class certificate lapsed or a class survey is overdue, although other certificates rely on it.
- The latest articles of association were not attached for a company-owned ship’s endorsement.
Ship Certificate Renewal: Frequently Asked Questions
What is the difference between renewal, endorsement and pengukuhan?
A renewal produces a new certificate with a new validity period after a renewal survey. An endorsement is recorded on a valid certificate to show that an annual or intermediate survey has been done. Pengukuhan is the harbour master’s yearly endorsement of the Pas Besar and Surat Laut, which have no fixed expiry date but must be endorsed every year.
Do the Pas Besar and Surat Laut need renewing?
Not in the sense of being replaced each period. Under PM 39 of 2017, both remain valid as long as the registration deed is unchanged and ownership does not transfer, but the harbour master must endorse them every year on the day and month of issue. If the ship’s data changes or it is sold, a new document is issued instead.
Why monitor five-year certificates every year?
Convention certificates such as the Load Line certificate or IOPP are valid for up to five years but require annual or intermediate surveys endorsed on the certificate. If a survey is missed within its window, the certificate may be treated as invalid even though the expiry date is still far away. That is why we track anniversary dates, not only expiry dates.
How long is a passenger ship safety certificate valid?
Under SOLAS, the Passenger Ship Safety Certificate for ships covered by the convention is valid for no more than 12 months, so it must be renewed every year after a survey. Domestic passenger ships outside SOLAS follow national standards, with the validity stated on the certificate. Passenger ships therefore usually have a tighter renewal cycle than cargo ships.
What happens if a ship certificate is renewed late?
Before issuing an SPB, the harbour master checks the validity of the ship’s papers under PM 28 of 2022. One expired or unendorsed certificate can stop the SPB from being issued, leaving the ship held in port. Late renewals also often need extra surveys or inspections, which adds time and cost.
When should the renewal process start?
As early as possible. For annual surveys of convention certificates, the window is usually three months before to three months after the anniversary date. Renewal surveys and those requiring dry-docking should be planned even earlier to fit the operating schedule. In our monitoring service, reminders go out with enough lead time so preparation is never rushed.
