< 7 GT

Vessels Under 7 GT

Who this applies to: Small fishermen, traditional boats, small tourist boats.

The simplest category. Minimal documents, low cost, and some are available for free in digital format.

Fishing vessels ≤5 GT are not required to have SIUP, SIPI, SLO, or VMS. Registration from local government is sufficient.

7–35 GT

Vessels 7–35 GT

Who this applies to: Medium fishing vessels, local passenger boats, small cargo vessels.

Requirements begin to increase — including official nationality documents and safety certificates.

BKI classification is generally not required unless vessel length exceeds 20 meters. Fishing vessel masters must have minimum ANKAPIN III.

35–175 GT

Vessels 35–175 GT

Who this applies to: Medium commercial vessels, large fishing vessels, regional passenger ships.

Requirements increase significantly in this category — including BKI obligations and pollution certificates.

Fishing vessels ≥30 GT are subject to Fishery Result Levy and SIUP is issued directly by KKP via SILAT.

  • SNPP (National Pollution Prevention Certificate) for GT 100–399

Vessels Over 175 GT

Who this applies to: Large commercial vessels, commercial shipping fleets, tankers, container ships.

The most complete requirements — nationality document changes from Pas Besar to Surat Laut, with full international certification.

Vessels ≥500 GT must also have an Oil Record Book and maintain a security watch.

Commercial Vessel

Commercial Vessels

Who this applies to: Shipping companies, cargo vessel operators, commercial passenger ships.

Commercial vessels operate under the Ministry of Transportation with a complete set of business and safety documents.

Commercial vessel SPB is processed electronically via Inaportnet. All vessel and crew documents must be valid before SPB can be issued.

Fishing Vessel

Fishing Vessels

Who this applies to: Fishing industry operators, fishing vessel owners, fishing companies.

Fishing vessels are unique because they fall under two ministries — Kemenhub (nationality) and KKP (operations). Both must be fulfilled.

Small fishermen ≤10 GT are exempt from the SLO requirement. Vessels >30 GT must have an active VMS/SPKP transmitter.

  • SLO (Operational Clearance Letter) from PSDKP

Crew

Crew Documents

Who this applies to: Masters, officers, and all crew of commercial and fishing vessels.

Crew documents differ between commercial vessels (STCW-based) and fishing vessels (STCW-F). Both require periodic renewal.

CoC must be revalidated every 5 years through an updating course and proof of sea service per STCW 2010.

  • Certificate of Competency (CoC): ANT/ATT for commercial, ANKAPIN/ATKAPIN for fishing
  • Certificate of Proficiency (CoP): BST, AFF, SCRB, MFA
  • Crew Employment Agreement (PKL) endorsed by Syahbandar
  • Crew List (Sijil Awak Kapal)
